The August 2016 Historic Flood Event affected approximately 100,000 Baton Rouge area residential dwellings. Many of these homes sustained significant flood-related damage and went for months without power, air conditioning, hot water or necessary repairs required to make them safe for residents.
The flooding ranged from a couple of inches of water to homes with water up to the roofline. While a portion of the property owners had the resources to make temporary or permanent repairs to their properties, many residents did not have the means to do so. This left thousands of Louisiana residents without acceptable living conditions and displaced from their residences.
The State of Louisiana Governor's Office of Homeland Security & Emergency Preparedness (GOSEP) & Program Manager, AECOM, developed the SaHP. The program enabled single family owner occupied residential properties to become quickly habitable so that residents could return to their dwellings and shelter in place.
Of this $168,000,000 program, LEMOINE delivered $12,500,000 of STEP repairs. The average completion time of each rehab unit was 9 days.
LEMOINE completed 1,100 homes with an average completion time of each rehab unit of 9 days. Services included demolition, abatement, repair, and construction. This program worked 7 days per week throughout the duration. Therefore, we kept a rotation of our staff and tradesmen to ensure each employee got three days off every two weeks.
Lower average cost than alternative programs (less than $12,000 per home), filling the gap between mass sheltering and CDBG funding
Timeliness for getting people back in to their homes
Provided over 1,100 dwellings for residents to safely return home while awaiting resources to perform permanent repairs.
